Aid for the rehabilitation of the State Housing Plan to improve energy efficiency

The Government has just presented the project of Law on Rehabilitation, Regeneration and Urban Renewal inside theState Housing Plan (2013-2016)that contemplatesrehabilitation aidof buildings to improve thesavingand theenergy efficiency of the buildings. 

The plan budget for 2013-1016 is2,421 million euros, intended to promote improvement measures on the envelope (facades and roofs).

CONDITIONS AND BENEFICIARIES

To take advantage of theseaids, the properties must have aage before 1981, at least the70% of its surfacemust be dedicated toresidential useand constitute thehabitual residenceof its owners.

They will be able to benefit from the aidcommunities of ownersof residential buildings,communities of property of the ownersof undivided residential buildings andnatural persons who own a building single family.

DISTRIBUTION OF SUBSIDIES

Aid of up to4,000 € per home for conservation,2,000 € per home to improve energy efficiency(€5,000 if the building’s energy demand is reduced by 50%) and4.000 € to improve accessibility. 

Theaid beneficiarieswill carry out the work with aid of up to11,000 € per rehabilitated home, 30,000 € per built homereplacing demolished workand 2,000 € per home for urbanization work.

BUILDING EVALUATION REPORT

HeState Housing Planof the Government includes aid for the implementation of theBuilding Evaluation Report (IEE), which evaluates the state of conservation of the buildings, with amaximum subsidy of 50 percentof the cost thereof.

This report, which will only be required fromcollective housing with more than 50 yearsthat have not already passed theITE (Technical Building Inspection), will include theEnergy Efficiency Certificationregardless of whether the home is put up for sale or for rent.
