European funds for energy rehabilitation

Rehabilitación energéticaThe European Commission has just assigned Spain some1.5 billion eurosintended to co-finance actions that prioritize objectives such asSustainable Growth Operational Program, aimed, among others, at projectsenergy rehabilitation

Energy saving is one of the challenges of the 2014-2020 Strategy drawn up by the EC to promote the transition to a low-carbon economy. The so-calledSustainable Growth Operational Program‘will be endowed with around 1,000 million euros toIntegrated Urban Projects, and about 500 million euros forSingular Projects in the Low Carbon Economy, to which municipalities with more than 5,000 inhabitants will be eligible. In the latter case, it includes theenergy rehabilitation of buildings.

It is expected that at the beginning of 2015 the calls for aid will be launched by both the Autonomous Communities and the Ministry of Finance. Funds will be provided throughsubsidiesuntil 2017, the deadline set by the European Commission for them to become financial instruments such as loans.

DEVELOPMENT-BASED FINANCING

The ERDF funds will co-finance the actions based on thedevelopment levelof each autonomous community. Thus, the part of the financing not covered will have to be assumed by public entities such as CCAA, Provincial Councils, municipalities or private entities. The most developed regions will receive up to 50% (Madrid, Catalonia, Basque Country), the least developed ones 80% (Extremadura, Castilla-La Mancha, Murcia), with the exception of the Canary Islands which receives 85%.

In addition to the European programs, which will be managed by the Ministry of Finance, theIDAE(Institute for Energy Diversification and Saving) will also have its own lines ofefficiency aids, as we have already seen in previous posts about the entry into force of theaid aimed at energy rehabilitation.
